“The Panopticon is a type of prison building designed by the philosopher Jeremy Bentham. The concept of the design is to allow an observer to observe (-opticon) all (pan-) prisoners without the prisoners being able to tell if they are being observed or not, thus conveying a 'sentiment of an invisible omniscience.'”

Since he was living in the 1700s, Bentham envisioned a prison built to facilitate this sort of arrangement, but today we have technologies that allow us to construct our own Panopticon with the aid of modern electronics.

A wireless network camera, or a collection of them, could be set up around one's home, giving complete video coverage.  I envision a network of these cameras placed throughout my house, all linked to a central panel in the basement.  In addition, a pair of red buttons labeled “Beeg” and “Pood,” connected to shock collars, would provide the impression of invisible omniscience that is so impressive to the canine psychology.

In the past, I have hid in an upstairs window with the shock collar transmitter, waiting for Clyde to attempt to eat his brother's poop, and was pleased to find that the collar's warning beep was sufficient to send him scurrying off to a corner to mope, and lament the uneaten mound of turds across the dog run from him.

I will have to conduct a feasibility study on the number of cameras required to cover the entire house, though installing one outside would certainly be a good start as far as poop eating and dirt digging are concerned.
